Article 1 These Rules are formulated in accordance with "Regulations on Quality Supervision and Safety Control for Special Equipment" with a view to strengthening the administration on supervision and inspection of amusement devices, normalizing the behavior of acceptance inspection and periodic inspection on amusement devices, and improving the supervision and inspection quality.
Article 2 The special equipment supervision and inspection institution (hereinafter referred to as inspection institution), when developing the acceptance inspection and periodic inspection on amusement devices (collectively as supervision and inspection, the same below), shall comply with the provisions of these Rules.
Article 3 For amusement devices which are intended to be put into service after installation, major repair or alternation, the inspection institution shall conduct inspection in accordance with the content specified in these Rules for acceptance inspection, and the amusement devices in service shall be subjected to one inspection per year in accordance with the content specified in these Rules for periodic inspection. Amusement devices which are subjected to natural disaster that may influence their safety technical performance or to accidents and those reused after being stopped for more than one year shall be inspected in accordance with the requirements of acceptance inspection after an all-round check and major repair.
Article 4 The technical indexes and requirements of these Rules mainly cite the provisions of "Safety of Amusement Machines and Amusement Park Equipment" (GB 8408-2000) and corresponding specifications of various amusement rides (GB 18158~GB 18170-2000), etc. If the above relevant standards are revised, the latest standards shall prevail.
Article 5 The inspection institution shall, on the basis of safety guarantee purpose and in accordance with the principle of inspection items, content and methods specified in these Rules, determine the inspection items to be implemented according to the type and technical conditions of the amusement devices inspected and in accordance with "Content Requirements and Methods for Supervision and Inspection of Amusement Devices" (see Appendix 1, hereinafter referred to as "Inspection Requirements and Methods"), and be responsible for the inspection quality.
The inspection institution, prior to inspection, shall formulate inspection implementation regulations including inspection procedure and inspection flow chart in accordance with these Rules, and strictly control the inspection process. If any abnormity or special circumstances, the inspector, upon asking for instructions and approval of the inspection institution, can adjust the inspection items in accordance with the relevant standards of the State so as to meet the actual conditions.
Article 6 The inspection institution shall conduct acceptance inspection on the basis of qualified self-check of construction units for installation, major repair or alternation. The self-check content, requirements, method and report of the construction units shall meet the requirements of the relevant standards of the State.
Article 7 The inspection institution conducting supervision and inspection of amusement devices shall at least allocate the testing and inspection instruments and equipment and metering instruments listed in "List of Necessary Testing and Inspection Instruments and Equipment for Supervision and Inspection of Amusement Devices" (see Appendix 2, hereinafter referred to as "List of Necessary Testing and Inspection Instruments and Equipment"), as well as the corresponding testing tools, and their precision shall meet the requirements proposed in "List of Necessary Inspection Instruments and Equipment", and the instruments and equipment falling into legal measurement and verification must be verified as qualified and be within a validity period.
Article 8 The institution engaged in supervision and inspection of amusement devices shall not develop supervision and inspection on the authorized items until acquiring the qualification recognition and authorization of special equipment safety supervision institution of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as national special equipment safety supervision institution).
The inspectors shall not engage in supervision and inspection of amusement devices until acquiring the qualification certificates issued by the national special equipment safety supervision institution in accordance with the requirements of "Rules for Qualification Examination of Inspectors of Boilers, Pressure Vessels, Pressure Pipelines and Special Equipment". The on-site inspection shall be conducted by at least 2 persons who have the qualification above the amusement device inspectors.
Article 9 The inspected unit and the units for installation, alternation, etc. of amusement devices shall provide the inspection institution with the relevant technical materials, and arrange the relevant professional personnel to coordinate with inspection on site.
Article 10 The implementation of on-site inspection shall be provided with the following inspection conditions:
(I) The temperature, humidity, lighting and outdoor climatic conditions shall meet the requirements for normal operation and inspection work of amusement devices;
(II) The voltage input into an electrical system shall be normal and the voltage fluctuation shall be within an allowable value;
(III) The inspection site shall be free from any goods and equipment irrelevant to the work of amusement devices, and a warning board shall be placed on the relevant site to indicate inspection in process.
For the amusement devices failing to meet the on-site inspection conditions, the inspector can terminate inspection if continuous inspection may cause any safety and health damage.
Article 11 The inspector shall make a detailed record in the on-site inspection process. The inspection results and testing conditions of each item shall be recorded in detail in the original record of on-site inspection (hereinafter referred to as original record). The original record table shall be unified prepared by the inspection unit, and formally issued for use in the unit.
Article 12 The original record shall be convenient for the filling of on-site operation record and inspection report, and individual items shall be separately listed with tables or attached figures for the convenience of recording on site.
